Ruth is the controller hired in January, so the invite and the January news item corroborate each other. That she booked it is the useful part: the forcing function sits in finance, not in IT.
That Gareth runs the third site is an inference from the timing and nothing else. His title is on the invite; the site is not. Ask which site he runs rather than assuming.
